Can participants by an extra card after they have registered? 

Some events do not allow participants to buy and extra card after the initial registration but some want to allow participants the chance to buy the extra card after the registration has been completed. If you allow your participants to purchase the card after registration, they will have the opportunity to purchase the card prior to the 3rd card being dealt.
